It's as if I cannot add rows past this certain page. Does anyone
have any ideas on how to correct this 'bug', short of rebuilding the
table from scratch? I believe I've tried all the options in Table
Designer and Row Format.

This sounds as if the text frame on the page on which the table is is not connected to the next page. You can check whether this is the problem by copying the entire contents of the text flow and pasting it into a blank new document.
