I have actually created animated GIFs for use in an interactive training
session designed to communicate technical information about my company's
security policies. I've also seen them used as a previous poster said: to
show how a simple mechnical (or otherwise) process works.

That being said, animatd GIFs clearly are not intended to be used this way -
the format is very limited and usually something like Flash would be a
better option.

If you're looking for a specific tool to create animated GIFs, something
like Macromedia Fireworks or Adobe ImageReady is a good option. But for
more detailed instructions, I agree with John: STFW. Google is your friend.
