You could do this with FrameMaker or Word. You could extend the capabilities of Frame using WebWorks Publisher or of Word using WebWorks Publisher WordHelp. Word and WordHelp is a less expensive solution than Frame/WWP, but Frame is more robust and handles larger document sets better. FrameMaker also works with other, less expensive conversion utilities, like MIF2Go, to produce HTML Help, WinHelp, and JavaHelp (plus some others). (WWP and WordHelp produce many of the same output formats, as well as proprietary help solution called WebWorks Help 3.)
