I automate mine. Thus, they match. But, I consider the TOC when creating
my headings. Why not? There's no drawback to such consideration--who
wants a paragraph-long heading, anyway?
I do sometimes limit the depth of the TOC, to level 2 or 3 headings out
of 4 or 5 levels.
