1. I've never heard of a user manual in PDF format that didn't include
page numbers. As Adobe's own site reads, PDF files allow you to "print
documents exactly as they were intended, with fonts, graphics, and special
characters intact" -- a big advantage over (for example) Word documents.
Many people print PDF files without reading them online. If you send PDF
files to your customers, you should always include page numbers.

2. While PDF files can be viewed online, true online files (WinHelp or
HTML-based) will be easier for customers who prefer online help.
