It seems you have a lot of research to do. Check out the resources at
www.stc.org and www.techwr-l.com (you'll be redirected to the
appropriate TechWr-L URL).

To answer your questions generally, what skills you need depends on what
you want to do. In general, you need to be able to write well, have a
strong attention to detail, and be able to be somewhat of a reporter (in
order to get some of the info you need). The job market for any tech job
is poor right now. Every few months a small pocket of opportunities
opens up in one industry or another, but competition for those positions
are high.
