I don't like the way Track Changes works in Word 2002, either. I'm hoping someone else knows of a better solution than the one I use. I'm not fond of using the mouse with toolbar icons, so I assigned keyboard shortcuts to the following commands in the Tools category:

NextChangeorComment: Go to the next insertion, deletion, or comment
AcceptChangesSelected: Accepts the change in the current selection
RejectChangesSelected: Rejects changes and deletes comments in the current selection

You might also want to assign a keyboard shortcut to the PreviousChangeorComment command.

When I'm ready to accept or reject changes, I press the keyboard shortcut for NextChangeorComment, then press either the AcceptChangesSelected or RejectChangesSelected shortcut to accept or reject the selected change. Then I press the NextChangeorComment shortcut to go to the next change, and so on.

This approach doesn't automatically take users to the next change, but it does minimize the mousing around.
