Personally, I didn't like the way Track Changes "worked" in Word 95, 97, 2000, or 2002. Just yesterday, someone sent me a "new" version of a document with several generations' changes lumped together by color in a single set of tracked changes.
IMLE, tracking changes in Word requires constant training and monitoring of non-writers. As long as Track Changes is turned off and I just create a new doc version each time there are significant changes, I'm happy. I occasionally use the Track Changes menu, but only for the Compare Documents feature.
Yes, document version numbers do require discipline and vigilance. I just find it easier to stop the barbarian hordes at the gates with versions.
