This is true, you almost always have to train a new writer in some area or another. But your
chances of getting a writer with as many of your "wish list" abilities as possible is significantly
reduced if you assume you're not going to get them and don't even ask for them in the first
place.

The company usually accepts the candidate that comes "closest" what they want. I have seen other companies insist on having a writer with experience in the industry. They don't often get that.
