I think the technical writing tests that feature
everyday procedures might not be the most effective,
although you might get a sense of the person's flair
and organizational sense. (I had one test where I was
to write a procedure for wrapping a gift.)
However, I created a technical writing test when a
former company was considering hiring a contractor. It
had a few HTML/CSS questions on it. Since the person
was supposed to be proficient in HTML to do the job,
that seemed perfectly reasonable. Someone who had
managed to acquire the necessary skills to answer
these HTML/CSS questions would probably be able to
master the technology in question also.
Many programmers get some sort of test when applying
for a job. I think it's reasonable to ask a few
questions that test the candidate's analytical skills
and their basic knowledge.
