Robert H. Strickland wonders why ... recruiters are so preoccupied with tools. They
say, "What have you got?", which translates to, "What tools do you know how
to use." More valuable questions might be, "Can you diagram a process from
start to finish?" or "Can you develop a coherent paragraph on a topic?."

Perhaps recruiters assume that one who is searching for a position as a technical writer has the basic skills.

Of course, by making that statement, I am assuming that the position in question is NOT an entry-level position.
