The directory and the PDF will have restricted permissions to even allow
access the directory and to access the file. Then, every access to the file
is logged on the server. In addition, these are machine-to-machine
connections, such as the id/pw to FTP onto a machine. The user login is
usually a different id/pw. However, everyone here accepts the fact that if
you are a criminal, you won't be stopped.

If your users can use Google, can download files from the Internet, and can
install downloaded applications, then it will take the average criminal boob
about 30 seconds to crack your PDF.
If your users are restricted (by more than a written rule) from such
activities, then, yes, a PDF is pretty secure.
