Ah, but unfortunately, this two points can be so intertwined. Someone may
indeed be quite knowledgable, but writes so very poorly, that the knowledge
is lost on the user of the manual. The user can make no sense of what is
written -what the writer is trying to explain, how to follow a procedure,
why they (the user) is doing the procedure in the first place. . .

Kinda' of a catch - 22. Knowledge does improve good writing and good writing
makes knowledge useful. Can't really have one w/out the other. How's that
for a compromise :-
