I have in fact added quite much graphics in the Help along with
providing Search, Indexing and TOC (Generated help using RoboHelp). In
fact, its just a couple of hours job to create the separate pages, but,
for the time being, I have been told to put the changes on hold as the
"CLIENT is happy with the current output" n Guess, I got to leave it the
way it is.

Hi,
I agree, it sounds like too many notes in the online help, and it sounds
like you care as much about your help systems as I do mine.
I've never had any of my managers, let alone a PM, tell me how to
organize and write my material. It sounds like he is "too close to the
subject" to have a true view of it.
One idea: You could design a contents page for the kind of help system
you'd like it to be, then show him your proposed organization, and tell
him how quickly you can make the change. You're the users' advocate, and
you have to keep trying for their sake.
If all efforts to change the PM fail, performing thorough indexing will
help the user find what he's looking for, even if topic organization is
messed up. And your PM will not even know you're spending time on
indexing (in case he's against that too). Good luck,
