I know this isn't what you asked, but can you just create help files? hlp or chm?
If you can't go that route, is there any reason why you need to have a title page, TOC etc for these docs? If they're that short, just develop a template that doesn't include that information. You said they were individual topics that the user is going to be accessing from a main window, so set them up as such. :-) I developed what I call a "one-page generic" template that I use for anything that is only a page long. It seems to work fine.
