Regardless of what the numbers actually mean, is it possible that this is a
requirement based on needing to match existing material? If this is the
case, being a specific font was specified, wouldn't everyone be producing
consistent output, even if nobody is truly producing 11.25/13.5 font?

The customer probably doesn't care what they are...if everyone uses the
same, everyone's looks the same.

On the other hand, the customer never said anything about points, so if this
discussion on what points really means was presented to him, he'd probably
say "What's a point?"

...or am I off-base?

They actually are not type sizes at all. And therein lies the rub. These
