I know Word *can* put endnotes at the end of each section--I tried it just last week in Word 2000, in answer to a question on another list.
So if it's not working for you, I can only assume that Word isn't finding the section breaks at the end of the chapters. (In a file with no section breaks, the entire book is section one, so that'd be the logical place to put the endnotes.)
Could this be another problem with Word's Master Document feature? I don't know, because I wouldn't use it--I just keep each book in a single file.
In the old days, though, I used to "roll my own" master documents by creating a .doc file that contained the title and copyright pages, the TOC, an RD field and section break for each chapter, and the index.
Word always found those section breaks, so maybe that'd work for you if you can't use a single file.
