Most Federal government solicitations have a Section L and Section M which specify the format of the proposal, including the length. Otherwise, as John Gilger said, use the RFP itself as a guide, except try not to simply regurgitate it. While it works on some proposals, often it's a signed to the reviewer that the respondent really doesn't have a good grasp of what is being requested.
