Hi,
I too faced a similar situation - four types of users, each having specific
access permissions. I did not create separate help files as that would have
made maintenance very tough as some of the options were available for all
fours users . Creating separate help files for each type of user would have
meant repeating a lot of content in all the help files. Also, any changes in
the information would have had to be made in four places.

The solution I found was to have a topic describing the permissions at each
level and making it clear that those options were only available for the
users with the requisite permissions. Also for topics that contained
information relevant for a specific type of user (for example - a topic
containing information on maintaining the system data would be relevant only
for users at the Admin level), I mentioned the access level for which the
information was relevant, at the start of the topic itself. This way, the
reader would have a clear idea whether the information was relevant for
him/her or not.

Hope this helps!
