I've successfully cut a significant but rambling 4-page case study to a 2-page spread with a good captioned photo, a simple diagram and small sidebar.

* Is there a relevant editorial policy?

Some journals specify the max and min number of graphic elements per page or per x column inches. Other journals specify special elements based on the article classification. For example, a feature article spec might require one illustration or table per 2-page text spread while a review article spec might include nothing but a final bibliography. A book review spec might include a photo of the cover or the author, a product review spec usually requires a photo of the product package, and a letter to the editor gets nothing but a sig line.

* Would a mass of text be more readable if it were broken up a little?

If a submission is worth publishing (or is written by your company president) but puts you to sleep, play with white space and background art (photo or illustration) and pull quotes.
