The Project Management Institute provides Project Management
Professional (PMP) Certifications and they could work as a model
towards a certification for tech writers. It took time for
them to be respected, but it's working.

This non-profit organization has managed to elevate the
elusive task of managing a project to a level that by having
the PMP certification, one's chances of finding gigs is
greatly increased.

under appreciated job function
little known outside of the insiders
wide variety of products
wide variety of industries
everyone does their job differently
techwriting terminology

There is nothing inherently wrong with working towards
developing a certification process for technical writers,
and it might provide potential benefits for the profession
as a whole to raise awareness of techwriting.

As for topics mentioned so far, I have used them both as
a techwriter in aerospace hardware documentation and when
documenting software products.

As an aside:
While taking classes and working towards a PMP certification,
I realized that the cost of taking the test every 3 years was
far cheaper than the cost of attending the PMI seminars that
one needed to further ones approved education and extend the
certification. And that didn't include transportation, lodging,
etc. to get to the conferences, nor the hit to income for the
same period. That part ticked me off as it appeared that they
were more interested in generating revenue that really educating
their members. YMMV

CB - never got the PMP cert as job changes pulled me back into
the tech writing world
