That very well could be. Another possibility is that the candidate pool
might be so large that they can afford to be specific, especially if they
are finally re-hiring after a round or three of layoffs... They know who the
candidates are in the pool and are aiming the job posting right at them. Of
course, whether or not the bootees (I love that term *g*) want to return is
an entirely different matter, but when the pool's full the hiring company
can pick and choose however they like.

Think about the requirements back in the dot-bomb days, when opportunity
practically hit you in the head if you weren't careful... You needed to be
able to read and know how to type. Computer skills were practically
optional...
