But that's precisely what the writer has been asked to describe: the relationship between the change in total population (up by 95% in City A) and the change in distribution between agricultural and industrial workers (from 95% agricultural to only 50% agricultural in City A).

You can sort of "feel" the relationship, but I haven't been able to identify a consistent formula that can be applied.

Of course, I'm not a mathematician, so that doesn't mean a formula doesn't exist. :)
