I hate watermarks. They obscure the text and diagrams. If you must stick a
'Draft' notice on every page, put it in the header, or footer, or both.
Then they just ugly up the document, but don't make it unreadable. You can
stick a giant "Draft" notice on the cover if you really want to.

Of course, a watermark that makes the document unreadable helps to protect
your company's intellectual property, but this method is not very efficient.
I prefer using invisible toner. Another alternative is to release the
document in code. Many writers do this inadvertently. (A very effective
code consists of simply accepting all the changes suggested by the spelling
checker, using the stock dictionary.)
