I've seen this approach in use, and it can be very effective, as long as the reviewers actually come to the meeting with markups in hand. If you try to review during the meeting, I can almost guarantee that you won't get much done--especially in 1.5 hours.

If you have any kind of online collaboration tool, you can use this as a means to identify and eliminate the simple issues up front. Then your review meeting can focus only on the unresolved points. I know of two companies who have developed Web-based review tools that they then employ on their intranets.

So, it's doable, but have the engineers review BEFORE the meeting, not during. Resolve disagreements duiring the meeting, and collect markups. Don't try to enter the changes at the same time because you'll undoubtedly come up with follow-up questions.
