If a Word or FM document, you can't be certain they
wee using their own hand-made template (if they used
one at all).

Most HTML output people are generating these days
comes from some kind of editor or tool that has some
degree of structure to its formatting of HTML, and
some of the better ones validate their formatting.

I'd avoid asking for source. Ge the writing sample
ahead of time, and prepare your "under the hood"
questions based on what you get from them. Having them
talk about what they did to produce the deliverable
will speak volumes more than their source code.
