It makes sense, to a degree. It'd be most effective as
a cross-school program (Engineering and English). Of
course, the Engineering school probably gets more
grant money, so from a cash flow perspective, they can
probably get more money for TAs and grad funding if it
was housed under the Engineering school (as it can't
be housed under more than one school for
administrative purposes, though it still can be a
cross-school program).
