The TechWhirl Archives and magazine, created for, by and about technical writers, offer a wealth of knowledge to everyone with an interest in any aspect of technical communications.

There might be some use in customizing a resume, though if it
is fairly complete (with more detail on the recent jobs and
just a phrase or two for the ancient stuff), that's probably
rare.
What needs customizing is the cover letter, which should tie
the requirements in the job posting to the salient elements
of your experience -- as listed in your resume.
Probably people who do a lot of short-term contract work would
want to customize (or at least have a few canned versions of)
their resumes, but not us captive employees or contractors who
work for years at one job.
