I really don't think that the size of a company would be the issue. I
think the issue would be the need for an on-staff writer. It is, or
should be, a business decision. That business decision needs to be
based on many things, some of which will be specific to that business
at any given point in time.

If an outsider sees a 'need' for the company to have an on-staff
technical writer, it is probably incumbent on that outsider to
(gently?) educate the appropriate people in the company as to the sound
business reasons why the company needs a writer on-staff.

Or so it seems to me.
