I'm not confident in deliverables that assume above-average user knowledge,
be it a PDF, a Word template, or whatever. Whether it's indicative of a
weakness in Adobe's design, poor marketing, or poor user education, the
bottom line is that in my experience the average user - and thus, my average
audience - does not know how to effectively use PDFs and/or the Acrobat
interface.
It's like the metric system. It's probably a better system, but that doesn't
negate the fact that most Americans don't know how to use it.

Only as implemented. Most people don't know how to
create a good PDF, just like most people have no idea
how to prep files for color publishing, or how to
write a HTML page without an export filter.
Blame the implementation, not the format. The format
can be very successful online.
