As he/she should. You've demonstrated your attempts at
getting things reviewed. Just keep e-mailing those
links with review requests and saving them along with
all replies (if any). Your approach shows willingness
to do things corretly, and their apathetic approach to
quality shouldn't delay your work, especially given
the size of the job.

Yes, save all notices and definitely save any
documents expressing buy-in to your approach. When the
waste hits the oscillator, it certainly won't land on you.
