designer. Since there are no ready made Instructional Designers in India, I
am keen to identify potential of candidates who apply for the job. Plan is
to take them and then train them."

I think that you would have to use your own insight and common sense. How
did you become an instructional designer? What did you know already from
your education and writing experience when you started doing iinstructional
design, and what did you have to learn? How did you learn it?
When you interview potential candidates for the job, ask them about their
experience and how they would learn new skills to complete such an
instructional project:
o How do/would they evaluate the audience for a new project?
o How do/would they figure out what the target audience already knows,
and what new material must be presented?
o How do/would they assess the level at which the material should be
presented to the target audience?
Ask them whatever other questions occur to you, based on your experience in
the field, about how they would approach a typical assignment. If they can
give you thoughtful answers and describe a common-sense approach to learning
what they will need to know, then you can assume that they have the aptitude
to be trained to do the job. HTH
