Yes, as Goob says, they're a way of making a big fat
book a little more manageable for the end-user. Let's
say the chapters in Part 1 deal with installation and
configuration, the chapters in Part 2 deal with day-to
day operation, and the chapters in Part 3 deal with
troubleshooting and various other bits and pieces.
This is a concept the user can easily grasp, and it makes
the book easier to use.

Hmm ... I'm still not sure this is what you were referring to ....
