I use CaliberRM extensively, and although I have never used it for the type
of documentation that you describe, I am sure that it wouldn't be too
difficult to do.
Contact me off-line for my detailed ideas, but suffice it to say that you
can do some nifty stuff with the Document Factory and templates. Caliber
will insert graphics, but you need a macro that you can get from your
support person. With the macro and a little bit of template design, you
should be able to print a new user manual on demand that has the most
up-to-date information.
