It has to do with the intention of the person making the joke. A sarcastic person is trying to make someone or something look stupid. Someone who is being facetious may only be trying to lighten things up, even if it's silly or inappropriate.

Someone who says to you 'nice outfit' in a mean way is being sarcastic - they definitely don't think it's nice and are expressing irritation at you.
