"Will" can imply a temporal relationship or a causal
relationship, for example:

I will be busy next Thursday.
Filling my schedule will keep me busy.

We try to reserve "will" to indicate temporal relationships,
so would use "is" in your example.

Our general principle is that everything is in present tense
unless the issue at hand actually depends on a specific
temporal sequence.
