I disagree. Most of the time it is the client that ask that these tests be
written in a way to get the best candidate possible out of the thousand
batch that apply.

Au contraire my dear. It is not low-quality jobs that are offered through a
recruiter but mostly very high corporate professional jobs. Most companies
do not have the cash to hire a recruiter. The ones that do, do it for the
purpose of hiring a quality Tech Writer candidate. Trust me.
