Actually, the business administration of software licenses is built into the
Total Cost of Ownership (TCO) and is counted against the ROI when the
software is purchased. It runs to 12-15% of the purchase cost of the
software. Large companies do have dedicated staffs to inventory licenses.

What isn't counted in the TCO is reading manuals, desktop training, the
salary expense of the employee making tech support calls or going to formal
classroom training, bugs, and self support efforts. These happen whether the
software is free or not.
