And it may even be illegal!!
If your company is doing any kind of government work, your failure to
report such actions makes you an accomplice. You could be subject to
company disciplinary action as well as criminal prosecution right along
with your friend.
One of my former employers, General Electric, has something they call
"Policy 20.10". It deals with the issue of mis-reporting time and
expenses. While upper-level management gets away with murder,
mid/low-level managers and hourly-wage personnel are regularly crucified
under this policy. I know that every company out there that deals with the
government is required to have such a written policy. I know of many
companies that don't do government work that also have such policies.
Now it may well be that what she is doing is sanctioned by the company.
However, from your vantage point, there appears to be a "problem".
Therefore, you are required to report it. Contact your HR department and
find out what the proper internal reporting procedures are.
