A local follow-up to the "Will Your Job Move to India?" article included the following paragraph:

Dealing with people can't be outsourced, says Stephanie Parson, vice president for IT strategy at Walt Disney World Co. "Someone has to manage outsourced development," she says. Thus, an IT professional capable of understanding business requirements and translating them to programmers will have a leg up over people with only technical knowledge.

Which seems to indicate a niche for writing really good requirements and specifications documents. Let's see, where can we find "an IT professional capable of understanding business requirements and translating them to programmers"?
