Here's the deal:
If you have two candidates with the same level of
experience and training, equally suited in all areas,
and having, as far as you can tell, the same excellent
get-it-done-well work ethic, and one has a Masters and
the other just a TW certificate, and both want the
same money, hire the one with less education than you
because then you can push them around. If both have
less education than you, hire the guy with the masters
because he'll be able to leave and go somewhere else
faster, thus not competing with you for the attention
you deserve at your current employer.
