In the US at least, the English curriculum is about the study of English
literature, not the English language. Its mission is to teach literary
criticism, not writing or grammar. Real literary criticism is a serious
analytical skill. If you are competent at literary criticism you are
probably also capable of becoming competent at software analysis and
technical communication.

True, it is quite easy to skateboard through an English major without
mastering much of anything. But it should be easy to identify those people
in the workplace.

If you want to learn something about language, you need to go to the
Linguistics department, and also study a few foreign languages. And by the
way, most offshore workers are bi-lingual at least.
