Okay, I may have a perspective that might be helpful. If you want to improve
efficiency,
find anything that is causing inefficiency and eliminate it. I have a six
sigma article which
talks about this.

Eliminate unnecessary overhead, invest in appropriate tools, make sure your
writers
have been given enough authority to get their jobs done, remove any
obstacles in their
way, trim down meetings and admin tasks, etc.
