That doesn't make any sense. Why do you need a graphic
artist? What are you producing? The original call was
for Visio diagrams. So the person has Visio, right?
That's, among other things, a flowchart application.
And, if you have Acrobat, you have EPS capabilities.

Yeah, you've seen GIF on the Internet a few times. Who
hasn't? That's a perfectly appropriate medium for
online viewing. That's not my point. A GIF won't print
line art as smoothly as a EPS or vector format.
Period. True, you can beef up the resolution to the
point where to the naked eye under certain constraints
won't notice a difference, but the difference is
indeed there. And, with regard to GIF, what you gain
by not going to EPS, you potentially lose with regard
to file size.

I in no way ever indicated that "GIFs are bad". The
argument was for clearly printable line art output.
EPS is certainly a very valid option in that case. GIF
is not.
