I wouldn't be so nervous--but I *would* simply put it "Add or remove a user." In most cases, once in context the "project" is implied. If yours is a case in which the implication is not clear, then "Add or remove a project user" would do nicely.
Of course, on one project I worked on, the developers insisted upon "UserAdd and UserRemove" or some such--based upon their code syntax. However grudging, I did agree that *since it was for an SDK* we would do it their way!
