Without seeing the entire specification your company put out for bid, it's
impossible to say for sure what's reasonable.

What were the other bids?

The cost for a password-protected portion does seem high, but I don't know
what your company asked of the developer.

If the development company is well-established, then perhaps they are
applying some experience to the quote. For instance, they know this project
will consume the equivalent of one person working for 3 months. I'm just
using that as an example. Experience tells them that your kind of project
requires a web developer for 2 months, but other functions require an
addtional month of time from testers, coordinators, manager, etc.

Your company can compare the quote to what it would take to bring in a web
developer, manage that person and other required resources, and roll out the
site.

What would happen if you wrote a tight spec for this job, attached a $12,000
cap to it, and asked them to sign?
