Yes. I think my response to David Knopf should provide
my response.
Your next statement is important. Starting with the
opening sentence:

Yet we continue to see people do it the wrong way and

the road when they are locked-in. If XML is to be used
for authoring and
publishing then I think it should be done the right
way. That is that XML
technologies should be employed for the application of
assisting authoring
and publishing departments to factor out the problem
of technology choice.
