Oh, don't bring copyright into this. Copyright exists the moment you put pen
to paper or fingers to keyboard. Who publishes that work and how much the
author is paid (or, in the case of subsidy publishing, how much it costs the
author) is irrelevant to copyright. The Copyright Office will indeed accept
registration from a writer using a subsidy publisher (or for that matter, if
the writer wants to copyright his/her blog), but they'll do that whether or
not the work in question is "published" or not--in any sense.
Otherwise, what Peter says here is right on target.

No. Published means that someone has accepted and printed an article or a
book that you submitted, either on speculation or on request. If your book
were published by Vantage or some other subsidy publisher, then YOU might
say you were a published author, but nobody else would.
