I don't know, but the graphics should be properly cropped prior to export while still in Illustrator. Either that, or select the region to be exported and only include that region, if for some reason you need the larger space for some contemplated later operation.
My bet is that the problem is on the Illustrator side of the equation.

Since moving to Frame 7, the files import as the entire size of the
Illustrator artboard, rather than the size of the graphic. Our
illustrator swears that he didn't change any settings.
Has anyone else had a problem with this, and is there a workaround other
than hiding the white space by making the anchored frame smaller?
