You're right, I could have been more precise, so let me try again.

When you use UTF-8 as the encoding attribute in the xs:output element of
an xsl(t), international characters are not formatted correctly.

What difficulties are you having with UTF-8? UTF-8 is simply a standard
for encoding character numbers. By itself if does not output anything,
it merely governs the way in which characters are encoded. If you have a
problem with UTF-8 encoded files it is probably with the program reading
the file and not with UTF-8 encoding per se.
